There shall be six council members who shall serve four-year staggered terms and shall
be elected on the first Tuesday after the first Monday in November, three of whom
shall be elected to hold office for a term of four years from the first day of January
next succeeding their election. The election of three council members in 2016 shall
be moved from the first Tuesday in May of that year and be held on the first Tuesday
after the first Monday in November of that year and the term of office shall commence
on the first day of January 2017, for a period of four years upon qualification to
serve. The election of the three remaining council members in 2018 shall be moved
from the first Tuesday in May of that year and be held on the first Tuesday after
the first Monday in November of that year and the term of office shall commence on
the first day of January 2019, for a period of four years upon qualification to serve.
