Applications for special entertainment permits required under this division shall
be in writing on forms provided for the purpose and shall be filed in duplicate with
the town clerk at least 21 days before the date of the musical or entertainment festival.
Such application shall have attached thereto and made a part thereof the plans, statements,
approvals and other documents required by this division. A copy of the application
shall be sent by certified mail by the town clerk to each member of the town council
the day such application is filed, if the post office is open, otherwise on the next
following day in which the post office is open.
