§ 66-26. Documentary requirements for vehicles.

No person shall operate or permit the operation of a motor vehicle, trailer or semitrailer owned, leased or otherwise controlled by him to be operated on a highway unless:
(1)

It is registered.

(2)

A certificate of title therefor has been issued.

(3)

It has displayed on it the license plate and decal, if any, assigned to it by the state department of motor vehicles for the current registration period, subject to the exemptions mentioned in Code of Virginia, §§ 46.2-626, 46.2-655 et seq., and 46.2-662 et seq.
