Any person proposing to construct a vehicle crossing of a sidewalk abutting upon property
owned or occupied by him shall, before commencing construction work, apply to and
receive from the town council a permit to do so. The council may include in such permit
the width of such crossing, the materials to be used and standards to be met. It shall
be unlawful for any permit holder under this article to violate or fail to comply
with the terms of such permit, and work done pursuant to any such permit shall be
subject to supervision by the town.
