When, in the opinion of the building official, there is an immediate danger of collapse
or failure of a building or any part of a building which would endanger life or when
a violation of the Uniform Statewide Building Code results in a hazard that creates
an immediate, serious and imminent threat to the life and safety of the occupants,
the building official may have the necessary work done to the extent permitted by
the town council to make such building or part of the building temporarily safe, whether
or not legal action to force compliance has begun.
