A finding by the building official, the chief of the fire department or the health
director made after his inspection of any building, wall or other structure within
the town that such building, wall or other structure is deficient to such an extent
that it constitutes a hazard to the public safety or health or that it stands in violation
of any provision of the building code or the fire prevention code or any state or
county law, ordinance or regulation relating to the public health or safety shall
be deemed prima facie evidence that such building, wall or other structure might endanger
the public health or safety or the health or safety of other town residents within
the meaning of Code of Virginia, § 15.2-906.
